Council of Marvels (C.O.M.)

In the world of Marvel, the Superhuman Restriction Act (SRA) represents a controversial law that severely limits the rights of individuals with extraordinary abilities, forcing them to register and comply with government oversight. As a delegate in the Council of Marvels, you will delve into the ethical implications of the SRA, debating whether such a law is justified to protect society or if it infringes on the freedoms and civil rights of superhumans. You’ll explore themes of power, control, justice, and personal liberty, drawing on real-world issues of governance, discrimination, and human rights. This committee requires an understanding of the Marvel Universe, but even if you’re not yet familiar with it, you can research to join the conversation about the moral dilemmas faced by iconic superheroes and the very nature of heroism itself. Draft resolutions could focus on areas such as:
- Should superhumans be required to register?
- Is the SRA a violation of human rights?
- What legal protections should superhumans have?
- Can a government punish people for their genetic abilities?
This committee is best suited to students with good English skills and some experience of MUN.

Topic
- Is the restriction of superhumans a violation of their civil rights, or a necessary measure for societal stability?
Student Officers

President
Anastasia Lim
Introduction
Esteemed delegates, student officers, and directors,
Welcome to LITMUN I! My name is Anastasia Lim, a junior at Xiamen International School (XIS). I am honored to be serving as the President of Council of Marvels.
LITMUN I will mark my 4th Student officer experience. For the past 2 years in committee rooms, I’ve met new delegates, chairs, admin, and secretariats- and I can’t wait to meet you all at LITMUN this year. This year, the topic we shall be focusing on is “Is the restriction of superhumans a violation of their civil rights, or a necessary measure for societal stability? “
Whether LITMUN I is your first conference or not, what matters is your willingness to step onto the stage and deliver your first speech. Be open to learning, making new friends, developing memorable experiences, and expanding your knowledge – you may even discover something extraordinary in the process. I look forward to meeting all of you in April!

Deputy President
Henry Zhang
Introduction
Hello fellow delegates, my name is Henry Zhang, and I am thrilled to be your deputy chair for this year’s first and the first of many, LITMUN I. I have been in MUN for 2 years, starting in 8th grade, and have always wanted to chair a committee, but was never fully prepared for an actual MUN. Lucky for me (and unlucky for you), LITMUN gives me a chance to use you as my guinea pigs. (That was terrible, and I apologize. Regardless, yes, this is my first time chairing so please don’t go crazy on me if I make mistakes. I am learning as much as you guys are.)
Moving on to the topic. Superheroes. Or in this case, Super-Humans. When there’s danger, they always seem to appear in this fictional world of ours, claiming to “save” civilians and the world, but that’s disregarding the destruction they leave behind. Who cleans up after them? Do they just leave everything as they are and go ahead acting as if nothing happened? What is the best way to stop this havoc, to restrict their freedom or to enlist them as government troops underneath the country’s operation?
In this year’s LITMUN, I will be addressing the topic (along with my committee’s President, Anastasia Lim) of “Is the Restriction of Super-Humans a Violation of Their Civil Rights, or a Necessary Measure for Societal Stability?”, or simply put, the Marvel Civil War. Delegates will push the limits of the Marvel Universe and Law itself by coming up with an adequate resolution that benefits their side of the conflict. Wish you all a fun time and a fruitful debate, not just for this LITMUN but for the many conferences to come.
